Why districts are not localities<\/h3>\n

Malta votes in 13 electoral districts<\/strong> \u2014 twelve on the mainland, with Gozo forming the thirteenth, which the Constitution does not allow to be divided. District boundaries are reviewed by the Electoral Commission at intervals of between two and five years, and no district may be more than 5% larger or smaller than the average electorate. The practical result for a campaign: several localities are split between districts<\/strong> \u2014 Birkirkara, Naxxar, Fgura, Marsascala and Pietà have all been divided across boundaries in recent cycles \u2014 and the map you campaigned on last election may not be the map you vote on next time.<\/p>\n

What that means for your campaign<\/h3>\n

A locality mailing list is the wrong tool for a district campaign. If your district takes half of Birkirkara, a “Birkirkara” drop wastes material on households that cannot vote for you \u2014 and misses none of the ones that can only if the split is followed street by street. MEP elections: one nationwide constituency<\/h2>\n

For the European Parliament, Malta votes as a single national constituency — your electorate is every household in Malta and Gozo. An MEP campaign is a national door-drop, and the craft is in the phasing: the whole country at once for one big moment, or planned waves (Malta first, Gozo after; or region by region) so your material lands fresh as the campaign builds. One thing to know early: MEP and Local Council elections are usually held on the same date<\/strong>, so national and locality campaigns compete for the same route weeks — another reason the early campaigns get the calendar they want.<\/p>\n

Local Council elections: your locality, completely<\/h2>\n

A council campaign sounds simple — one locality — but the council area is not always what the map label suggests. Several councils include hamlets: Naxxar, for example, also takes in Baħar iġ-Čagħaq, Salina and Magħtab. For first-time candidates, this is also the most approachable campaign there is: one defined area, a clear household count, and material in every letterbox that votes for you.<\/p>\n

For Local Councils themselves<\/h3>\n

It is not only candidates who need the letterboxes — councils do too: newsletters, waste-collection calendars, scheme announcements and official notices. One thing we always make clear from the first conversation: our standard household figures exclude residences displaying a “No Junk Mail” sign<\/strong>, which we respect by default. Where a council communication is an official notice that must reach every household — stickers included — we provide the additional quantity for that full coverage upon request<\/strong>, so your print order always matches the delivery exactly. Referendums: the whole country, both sides<\/h2>\n

Every so often Malta votes on an issue rather than a person — EU membership in 2003, divorce in 2011, spring hunting in 2015. A referendum campaign is nationwide like an MEP race, but it is fought by committees and campaign groups rather than candidates, and it can be called at short notice — which makes speed of planning decisive.
