Electoral district distribution

District-accurate door-to-door delivery for election campaigns — every household in your district, including the localities the boundaries cut in two.

Malta votes in four different ways — and each one asks a different question of your distribution. Choose yours:

General elections: won district by district

Why districts are not localities

Malta votes in 13 electoral districts — twelve on the mainland, with Gozo forming the thirteenth, which the Constitution does not allow to be divided. District boundaries are reviewed by the Electoral Commission at intervals of between two and five years, and no district may be more than 5% larger or smaller than the average electorate. The practical result for a campaign: several localities are split between districts — Birkirkara, Naxxar, Fgura, Marsascala and Pietà have all been divided across boundaries in recent cycles — and the map you campaigned on last election may not be the map you vote on next time.

What that means for your campaign

A locality mailing list is the wrong tool for a district campaign. If your district takes half of Birkirkara, a “Birkirkara” drop wastes material on households that cannot vote for you — and misses none of the ones that can only if the split is followed street by street. PostPro plans election distribution at district level: our locality and sector mapping is matched to the current electoral boundaries, so your material goes to the households inside your district line, including the divided localities, and stops at the boundary.

District-by-district data — powered by DoorDrop OS

The full district-to-locality breakdown — which localities (and which parts of split localities) fall in each of the 13 districts, with household counts — is maintained live in our DoorDrop OS platform and kept current with Electoral Commission revisions. Ask us for the breakdown of your district when you request a proposal; the live view will appear on this page when the platform opens publicly.

Indicative composition for orientation. A boundary revision is currently before Parliament — district lines will move before the next election, which is precisely why we confirm the exact, current street-level composition of your district when your campaign plans with us. The Electoral Commission’s Gazette notice remains the authoritative source.

MEP elections: one nationwide constituency

For the European Parliament, Malta votes as a single national constituency — your electorate is every household in Malta and Gozo. An MEP campaign is a national door-drop, and the craft is in the phasing: the whole country at once for one big moment, or planned waves (Malta first, Gozo after; or region by region) so your material lands fresh as the campaign builds. One thing to know early: MEP and Local Council elections are usually held on the same date, so national and locality campaigns compete for the same route weeks — another reason the early campaigns get the calendar they want.

Local Council elections: your locality, completely

A council campaign sounds simple — one locality — but the council area is not always what the map label suggests. Several councils include hamlets: Naxxar, for example, also takes in Baħar iġ-Čagħaq, Salina and Magħtab. We deliver the full council area — the town core and every hamlet under it — so no part of your electorate is left wondering who you are. For first-time candidates, this is also the most approachable campaign there is: one defined area, a clear household count, and material in every letterbox that votes for you.

Councils with hamlets: the areas a campaign must not forget

Malta and Gozo have 68 local councils. Most comprise a single locality — but these councils also take in hamlets, whether formally recognised communities or the route areas we distinguish operationally. A council campaign that skips its hamlets skips voters:

Bahar ic-Caghaq, Salina, Maghtab, San Pawl tat-Targa, Birguma

Hamlet households are always included in their council’s coverage — when you book a council area with us, its hamlets come with it by default.

For Local Councils themselves

It is not only candidates who need the letterboxes — councils do too: newsletters, waste-collection calendars, scheme announcements and official notices. One thing we always make clear from the first conversation: our standard household figures exclude residences displaying a “No Junk Mail” sign, which we respect by default. Where a council communication is an official notice that must reach every household — stickers included — we provide the additional quantity for that full coverage upon request, so your print order always matches the delivery exactly. Ask us for your council area’s count, hamlets included.

Referendums: the whole country, both sides

Every so often Malta votes on an issue rather than a person — EU membership in 2003, divorce in 2011, spring hunting in 2015. A referendum campaign is nationwide like an MEP race, but it is fought by committees and campaign groups rather than candidates, and it can be called at short notice — which makes speed of planning decisive. We deliver for both camps on equal terms, with the same confidentiality and route-by-route proof as any campaign. Whatever the question on the ballot, the answer still goes through the letterbox.

For parties, candidates and campaign teams

  • Manifestos, candidate letters and leaflets — delivered to every household in your district, collated when your campaign has multiple pieces.
  • Street-accurate splits — divided localities followed along the current boundary, not approximated.
  • Proof of delivery — route-by-route Distribution Update, so your team knows exactly which streets were covered and when.
  • Every door, including official-notice households — election communications commissioned by the authorities reach every letterbox as required.
  • Strict impartiality — we deliver for all parties and candidates on equal terms and keep every campaign’s plans confidential.

Elections are won between elections

The run-up is too late to introduce yourself. The candidates who hold their seats are the ones their electorate hears from all year: a Christmas card in December, a greeting for the local festa, an Easter message, and the occasional “at your service” reminder with a way to get in touch. Each one is a small, warm door-drop to exactly your district or locality — and each one means that when the campaign finally starts, you are not a stranger asking for a vote but a name they already know. We plan and deliver these presence mailings year-round, quietly, to precisely the households that elect you.

Contesting the next election? Start now

The next general election is due by 2027; MEP and Local Council races — which usually share a date — follow in 2029. The candidates who campaign calmest are the ones whose distribution was planned long before the starting gun: routes chosen, material specced, landing weeks reserved. Talk to us now and your campaign is first in the queue when the window opens — and candidates who register their interest early qualify for preferred early-bird rates when scheduling opens.

Be first to know when election slots open

Leave your email and we will contact you the moment election distribution scheduling opens — early confirmations get first choice of landing weeks.

Book early — election windows are short

Maltese campaigns compress enormous volumes into a few weeks. Routes are scheduled first-come: the earlier your campaign confirms, the more control you have over which weeks your material lands.
